Sets out the case for the UK Government, working in partnership with industry, finance, and other community based bodies to introduce a national retrofit strategy to make our existing homes greener and more energy and water efficient.

Develop a strategic delivery framework commensurate with the challenge of building new homes at the scale needed to meet the environmental targets set out by the government.

Utilising the Energiesprong approach to wholesale retrofit of apartment buildings where residents remain insitu. It involves encapsulating the building with a new insulated airtight wall and a new warm roof with a maximally sized solar array. The new roof space forms a service loft providing access to the solar array, batteries, air source heat pumps and MVHR air handling units

The Zero Carbon Hub was established in 2008, as a non-profit organisation, to take day-to-day operational responsibility for achieving the government’s target of delivering zero carbon homes in England from 2016. Since then the Hub has worked with both government and industry with the focus on raising build standards and reducing the risk associated with implementing the Zero Carbon Homes policy. The Active Building Centre RP is providing support to Welsh Government’s Optimised Retrofit Programme, delivering a monitoring network and data analysis platform for reporting and engaging with the 1,881 social homes taking practical pathways to take them to their lowest achievable carbon footprint. In addition, researchers at University of Sheffield, UCL & University of Nottingham are developing an automated process, to collect material and thermal information from existing housing stock, and a city scale digital platform, to identify and optimise active products and systems for urban scale retrofit programmes.

The Green Jobs Taskforce forms part of the government’s ambitious plan to build back greener and achieve net zero emissions by 2050. Its aim is to focus on the immediate and longer-term challenges of delivering skilled workers for the UK’s transition to net zero including: -ensuring we have the immediate skills needed for building back greener, such as in offshore wind and home retrofitting -developing a long-term plan that charts out the skills needed to help deliver a net zero economy -ensuring good quality green jobs and a diverse workforce -supporting workers in high carbon transitioning sectors, like oil and gas, to retrain in new green technologies

The SHDF Demonstrator project is an initial investment to learn lessons and catalyse innovation in retrofitting for the Social Housing Decarbonisation Fund, for which the manifesto committed £3.8 billion of new funding. These projects will demonstrate innovative approaches to retrofitting social housing at scale, using a whole house approach. The projects will retrofit over 2,300 homes to bring them up to Energy Performance Certificate (EPC) band C or higher. At the Spending Review 2020, the Chancellor committed to £60 million of further funding for the Social Housing Decarbonisation Fund, which is due to launch in the 2021 to 2022 financial year. Initial announcements about this next opportunity are likely to be made in Spring 2021, with the scheme expected to open for applications later in the year.
