Home Buying and Selling Reform

This consultation seeks views on proposals to improve the home buying and selling process.

Subject to the outcome of this consultation, the Government will publish a roadmap setting out how it will transform home buying and selling.

Views are welcome from anyone who has an interest in home buying and selling, especially property professionals involved in home buying and selling and members of the public who have experienced the process as either a buyer or seller.

Material Information in Property Listings

This consultation seeks views on guidance to make important property information available upfront for home buyers and sellers.

The Government is seeking views on how guidance can support estate agents with their legal responsibility to provide potential buyers with relevant information (material information) during residential property transactions.

The consultation seeks views on what should be considered material information for buyers. The intention is to produce new guidance that indicates what is likely to be considered material information and helps professionals meet their legal responsibilities resulting in a better quality service for consumers.

Views are especially invited from:

• estate agents;
• other property professionals involved in home buying and selling;
• members of the public who have experienced the process as either a buyer or seller.

The consultation closes at 11:59pm on 29 December 2025. More information can be found here.
