Improving proportionality and safety outcomes in building control: telecommunications work
The Ministry of Housing, Communities and Local Government (MHCLG) has launched a consultation on targeted regulatory dispensations for telecommunications work in the higher-risk building (HRB) control regime and the wider building control system.
This consultation seeks views on proposals to refine the application process for some types of building work within the higher-risk building regime.
For building work to fibre optic infrastructure, this also includes the local authority and registered building control approvers routes for non-higher-risk buildings.
Specifically, the consultation considers changes to the processes for:
- installation of fibre optic cabling; and
- building work related to mobile masts.
These proposals aim to address the limitations of the current system and ensure that regulatory processes remain proportionate, effective and focused on maintaining resident safety.

Building Safety Regulator building control approval application – latest data
The Building Safety Regulator has published the latest data release for building control approval applications covering the period November 2025 to January 2026.

Single Construction Regulator Prospectus Webinars
Following on from the launch, on 17 December, of the consultation on the proposals contained in the single construction regulator prospectus), MHCLG are running two webinars.
The webinars will touch on key aspects of the proposed reforms including:
- Integrating the regulation of buildings, construction products and professionals so they work as an effective, joined-up system. At the heart of this system will be the single construction regulator;
- More focus on outcomes: safety, performance, trust and driving economic growth by enabling responsible businesses to thrive. These outcomes describe a well-functioning building system and will be used to set the regulator’s objectives; and
- Clarifying roles, responsibilities and accountabilities for those who operate in the construction sector as move to an integrated regulatory system and seek to drive culture change.
The webinars are for professionals in the construction industry, local authorities and fire authorities.
