Building Safety Update

The Ministry of Housing, Communities and Local Government (MHCLG) has published the following:

1. Improving proportionality and building safety outcomes in building control: emergency repairs under the higher-risk building regime

MHCLG are seeking views on proposals to change the emergency repairs route under the Higher-Risk Buildings (HRB) regime.

The consultation proposes changes to the emergency repairs route for higher-risk buildings. This consultation closes on 3 September 2026 and can be found here. Specifically, views are being sought on:

  • the public’s view about the current emergency repairs route;
  • ​whether the definition of emergency repairs should be expanded to include more types of building work or if there should be a new route for critical works;
  • what further guidance may be needed; and
  • the type of emergency works which may be suitable for self-certification through a Competent Person Scheme.

 

2. Proportionality in building control: categorisation of higher-risk building work

The Government has published its response to the consultation on Improving proportionality and building safety outcomes in building control: categorisation of higher-risk building work.

 

3. Improving proportionality and safety outcomes in building control: telecommunications work

The Government has published its response to the Improving proportionality and safety outcomes in building control: telecommunications work consultation.

 

4. Single construction regulator prospectus

The Government has published its response to the Single Construction Regulator Prospectus Consultation.

 

5. Buildings under 11 metres: new funding

New funding is available through the Cladding Safety Scheme, delivered by Homes England, for eligible buildings under 11 metres. Guidance can be found here.

 

6. Remediation Programme Insurance Survey: research summary

The Remediation Programme Insurance Survey gathered insurance data from over 2,000 buildings in remediation programmes, providing evidence on premiums, excesses and risks. The research summary can be found here.
