The Government has published the latest report on the Government’s progress in implementing the Grenfell Tower Inquiry Phase 2 recommendations up to May 2026. The report can be found here.
Building Control Independent Panel report: government response
This document sets out the Government’s initial response to the report of the Building Control Independent Panel.
The Panel was established in March 2025 to consider recommendations made in the Grenfell Tower Inquiry final report. This asked for an independent panel to be set up to consider whether to remove commercial interest from building control and move to a national authority model. The report was submitted to the Government in March 2026. The Government has considered the Panel’s findings, principles and recommendations, and is publishing this initial response alongside the report.
The response sets out the Government’s initial position on the Panel’s principles for reform and commits to undertaking further analysis of the recommendations. Where required, this will include consulting on the most effective and proportionate way forward.

Grenfell Tower Inquiry: public engagement policy
The Ministry of Housing, Communities and Local Government (MHCLG) has published its policy for attending public events with the 7 most highly criticised companies in the Grenfell Tower Inquiry. Further information can be found here.
Developing a new College of Fire and Rescue
MHCLG are seeking views on the potential functions, delivery model and funding model of a college of fire and rescue.
This consultation seeks views on:
- the strategic aims that the college should seek to achieve;
- the functions it could fulfil;
- potential delivery and funding models for the college;
- interaction between the college and the National Framework, which sets out the Government’s priorities for fire and rescue authorities; and
- legislative requirements to support the establishment of the college.

Strategy for the built environment professions, trades and occupations
MHCLG has also published a call for evidence to inform future policy on those working in the building professions, trades and occupations.
Responses are sought from those involved across the whole building lifecycle. This includes:
- those directly employed in the full range of built environment professions, trades and occupations
- clients (commercial, public sector and domestic)
- manufacturers
- education providers
- those working in adjacent sectors such as insurance, legal and financial services
- professional bodies, trade bodies, statutory regulators and consumer or representative organisations.
This call for evidence is structured in 5 parts, which cover the following stages of a building’s lifecycle:
- pre-design
- design and specification
- construction
- occupation and maintenance
- cross-cutting issues, themes and challenges.
