Building Advisory Committee

The Building Safety Regulator (BSR) is seeking applications from appropriately experienced industry representatives to join the steering group of the Building Advisory Committee (BAC).

The BAC will advise and assist the BSR in addressing new and emerging issues within the built environment. It will provide leadership across the building industry and drive change to improve standards in built environment, providing the Regulator with intelligence on the effectiveness of the new regime.

Competence Steering Group – Working Group Publications and Consultations

The Competence Steering Group (CSG) is an industry-led group established to develop proposals for oversight of competence and increased competence in key disciplines across design, construction, inspection, maintenance and management of buildings. It is a cross industry body, representing more than 150 organisations, and consists of 12 working groups.

Designers

Working Group 7 has launched a consultation on S01 Built Environment – Framework for competence of designers in England – Standard. Views are being sought from individuals, organisations and bodies on a range of issues including how they will use this standard, and the specific drafting of the standard itself. The consultation can be found here and closes on 5 October 2022.

Site Supervisors

Working Group 9 is seeking views on a consultation on Built Environment – Framework for competence of Site Supervisors in England – Standard V0.20.2. The consultation can be found here.  The closing date is 30 September 2022.

Construction Products Competence

Working Group 12 led by the Construction Products Association (CPA) has published a white paper, which proposes the built environment industry unite behind a single approach to construction product competence. The paper is available for download.

Building Safety Open Consultations

The Building Safety (Fees and Charges) Regulations 202[3] and charging scheme

A consultation setting out the Building Safety Regulator’s (BSR) proposals for the Building Safety (Fees and Charges) Regulations and an underpinning charging scheme.

Cost recovery will be one source of the BSR’s funding. Under the Building Safety Act 2022, regulations can be made to allow BSR to charge fees and recover charges for, or in connection with, carrying out its relevant (“chargeable”) functions.

Building Safety Operational Standards Rules

The Building Safety Regulator (BSR) will be operating as part of the Health and Safety Executive (HSE) from April 2023.  Views are sought on the proposed operational standards rules (OSRs) under development for building control bodies.
