Performance Framework
In order to measure our industry’s progress on achieving Net Zero, the Construction Leadership Council (CLC) publishes the CO2nstructZero Performance Framework.
Developed to provide the CLC with a sector level dashboard on our progress towards Net Zero, it aims to motivate businesses to action, and to help those outside the sector understand our progress.
The Performance Framework is closely aligned with Government policy and draws on emerging thinking on carbon measurement and assessment. As such it will evolve over time.
Although we collate data for the dashboard’s publication on a regular basis, not every data point is updated in each edition. The data itself is drawn from sources which already aggregate it, known as data point owners.

In response to the Committee for Climate Change’s 7th Carbon Budget, we published the following six priorities in May 2025 as part of the CO2nstructZero refreshed programme.
