Building Control Changes for Higher-Risk Buildings

The Department for Levelling Up, Housing and Communities (DLUHC) has published an additional Q&A document to accompany the previously published Building Circular (published in October 2023 and updated in February 2024) on changes to the building control process for higher-risk buildings (HRBs) and wider changes to procedural building regulations applying to buildings in England.

The Circular letter informs building control bodies in England of the changes made by the following regulations:

  • The Building (Higher-Risk Buildings Procedures) (England) Regulations 2023
  • The Building Regulations etc. (Amendment) (England) Regulations 2023
  • The Building (Approved Inspectors etc. and Review of Decisions) (England) Regulations 2023
  • The Building Safety Act 2022 (Consequential Amendments etc.) Regulations 2023
  • The Building Act 1984 (Commencement No. 3) (England) Order 2023
  • The Building Safety Act 2022 (Commencement No. 5 and Transitional Provisions) Regulations 2023

The changes made by these regulations apply in England. These regulations came into effect on 1 October 2023.
